I had 2 - one above the passage way and a second in the kitchen. my builder was very confused also. we tried to turn the water off outside however this never worked. im based on warner road in the warner flats on the ground floor. Beware, it is shared with the ground floor flat so you'll cut their water off too... better warn them first! It is just under the floorboards next to their front door. This might not be the same for you, but worth a try. Hope this helps.
