In this case that is no planning permission which seems likely from the above. If there is no exit strategy then its a gamble not an investment. For a gamble you you should alwaysbe able to predict the odds. If you cant predict the odds then its probably not where you want to put your money. UKLI owners have this problem where they do own the land but seem to have no way to get money back. It is still greenbelt and nature conservancy land and there is still there is virtually no chance of any sort of residential development being acceptable there.
